About the Parish Council
One of the main purposes of the Parish Council is to serve as the focal point and
co-ordinating body for all activities of the parish. The Council is also required to
serve as a medium whereby any and all members of the parish may make known
their views.
The Council membership comprises:
* The pastor
* One representative of each commission
* One representative of the trustees
* Several "at large" members selected by random draw from those willing to
perform the job
Meetings of the Council are open to all parishioners. The main functions to be
achieved at meetings of the Parish Council are communication, co-ordination and
decision making. Decisions made by the Council represent the formal, considered
advice that is given to the pastor and to the trustees by the parish community as a
whole.
Trustees
The trustees are the members of a legally-recognised non-profit organisation
known as an Association Sans But Lucratif, but more commonly called an ASBL.
Under Belgian law the ASBL is the legal persona of the parish, and has both rights
and responsibilities. The trustees are legally responsible for such matters as
annual submission of all state-required documents and observance of all
appropriate laws - in just the same way as the directors of a limited company.
They handle all business matters, including conduct of bank accounts and the
management of parish debts. In order to provide the long-term stability and
continuity needed in a community characterised by the short-term stay of most
parishioners, trustees are generally long-term registered parishioners with a
personal commitment to the long-term welfare and survival of the parish.
